History:
- The Shimizu were the closest thing to law and justice on Kobayashi. They had a nearly impossible to penetrate stronghold in the center of the largest human 'colony' and focused primarily on punishing the cartels, the alien gangs and human yakuza, and the slave traders that run rampant.
- More search and rescue of slaver captives + bad guy execution missions.
- Small yet fierce private army. No one running the planet liked them. Lots of enemies, no allies beyond their perimeter.
- As eldest child to their clan head, Raikou has been groomed from his first steps to take over their army - everything from Earth and cultural history knowledge, to traditional sword skills and arms training alongside his sister.
- Not many children in the compound, probably no more than a dozen at any given time, so he's known Shin since the boy could toddle after him and Raimei. Shin was always his favorite of the other children because he was the only one that ever treated him and Raimei like they were normal children.
- Because of this role and the threat of kidnapping (or murder) from those same baddies, Raikou has always had a personal guard with an alternate in waiting.
- Shin was designated as a candidate for this role shortly after birth, however was initially disqualified when he was four (after the boy's father killed a high-ranking Shimizu officer.) Shin changed this almost immediately when, after learning this, he activated biotic abilities at the age of four.
- Shin became the intended primary guard for Raikou and Raikou's current guard the temporary stand-in until Shin was old enough and sufficiently trained enough to step into the role. (At which time, Raikou's guard would take over Raimei's protection.)
- Raikou (and Raimei) remained close to Shin throughout their childhoods and treated him like a loved kohai despite the way the rest of their clan ostracized him. A fact that lead to a rift between Raikou and both his mother and grandfather. Especially when he learned his grandfather intended to use the more dangerous L2 implants on the boy. (Raikou's mother tried to argue for the L3's, but she wasn't able to change the old bat's mind.)
- Shin received the implant when he was 9, much to Raikou's dismay.
- Raikou's grandfather stepped down as clan head shortly thereafter and his mother took over. She maintained the Shimizu's isolationist stance.
- Shin 'died' in a shuttle accident with his mother when he was ten, according to his grandfather. Raikou was fifteen. He lost a lot of his joy at that. With no other real friends, he sunk into expectation and responsibility.
- And when he was eighteen, he discovered his grandfather and uncle selling Shimizu movement information to one of the yakuza clans - where their recovered 'goods' (slaves and drugs primarily) were relocated, etc, so they could reclaim them. His mother tried to confront them peacefully. She and Raikou's father were killed in the attempt, which started a full-scale rebellion within their compound.
- Raikou was able to hide Raimei until the fighting stopped, but once done... She and Raikou were the only survivors.
- Realizing it wasn't safe for them to stay there anymore, Raikou consolidated the family accounts and used their private spaceship to take his sister back to earth to live with his mother's cousin before joining the Alliance military. He joined as an officer and excelled during his first three years of service, earning the rank of first lieutenant and the position of operations sub-commander for the ground troops assigned to the Normandy in 2163.
- Led the ground forces that assisted the Salarian forces during the assault on Virmire with limited casualties and was invited to the 'N-School' shortly thereafter. He did not accept immediately. Instead, he stayed on the Normandy. Through the battle of the Citadel and right until the Normandy was destroyed and the surviving crew reassigned.
- Spent the next year at the villa and completed the N1 - N5 courses, however... after the Normandy was destroyed and seeing the way the Council smothered Shepard's death and continued to ignore the very real Reaper threat, Raikou left the Alliance and joined Cerberus.
- He's been with Cerberus for just under a year and primarily provides ground support and protection for scientists trying to recover Reaper artifacts. They have not actually found any to date.
